

There is no logic to any of this, but that's just scratching the surface of gun laws and decisions that seem to have no foundation in reality. As far as I know, "arm brace" is a very specific term that applies only to items that have been approved for that use by the ATF.

The shoulder brace you mentioned on the M-11 is considered a stock. They have gone back and forth on whether or not people are allowed to use them as a stock by putting them to their shoulder, but as far as I know the last decision was that this is now legal. Where the confusion comes in is that the ATF has specifically stated that they do not consider these arm braces to be stocks, and therefor they can legally be installed on "pistols" with short barrels without the NFA requirements being met. Many importers also brought in versions with stocks and long barrels to meet the requirements and give customers a choice.

Submachine guns like MAC 10s and UZIs are considered pistols if they do not include a stock. If that pistol has a barrel length shorter than 16 inches, then adding a stock to it creates an illegal SBR. By the ATF's definition, putting a stock onto a pistol automatically makes it a rifle.
